Now don't get me wrong, I think Quinn can and should come in for plenty of criticism w/r/t the tax hike. Plus, it is one thing to know politicians are doing, or at least trying to do, good with public money. He did a good job of that in the primaries, minimum wage flap notwithstanding, and I expect him to continue his vagueness through the general election, to great effect. If Rauner wins the election and decides to issue bonds to pay down the backlog (still a good idea, akin to consolidating debt) then the failure to enact that policy in 2011, when the state had a better bond rating, will register as a costly mistake. (Remember back when something like that would have easily cracked the Top 10 Weirdest Moments of a GOP primary? I'd try to get a re-haul of how property taxes are calculated. He's gonna ruin them. Of course, when the Senate did pass a budget, and the House had passed theirs, the next step is to go to conference on it. The catch is, there is no penalty for not doing so... And really the only thing that the joint budget resolution does is allows Congressmen to raise points of order on legislation that would be contrary to the budget... Talk about toothless, right?
